想了一下，我觉得只有C，D有干扰。

以下只是个演示，请大COWS指正。

假设第一年，60人工作，平均工资80。

过一年，增加20人，平均工资1000（大些好证明），减少10人，平均80。

此时平均=（60 * 80 - 10 * 80 + 20 * 1000）/ 70 ＝　343

再过翌年，如果按照C，前翌年的新工作（1000的）减少19个，以前的平均80的减少1个，新增21个（多于减少）平均350（高与当年平均）的工作。

平均= （49 * 80+ 1＊1000+ 21 * 350 ）/ 71 = 173 《３４３。

如果是D，减的都是平均，新加的比平均高，新的平均会更高。

你说的对阿，　所以说　减平均工资的和原来的持平，　新工作的平均工资的比原来的高

恰恰说明ｍ的能干阿　提高了城市人民的生活水平阿！所以应该选d 阿
