Three points. 1. The house value has been going down during past four years. 2. Property tax is based on the house value(so also going down) 3. the way you pay property tax has not been changed during this period(same percentage)
Property tax = house value X percentage
So, we can easily see that the total amount of the property tax collected by the city is getting lower and lower during this period. C. is right
The trap of this quesiton is choice B. Since we do not know about the situation of other tax resources, even property tax amount going down, we still do not know whether "the percentage of Altonville’s yearly revenue that comes from money collected in property taxes is going down."
