REP08上有说可以用WITH THE INTENT TO SELL啊为什么只有OF DOING能用呢这里。

with intent to是可以的吧，Merriam-Webster里有这种搭配
The intent of the law is to protect consumers.
He was charged with assault with intent to kill.
