标题: 还是关于大全940的疑问
21. Withits plan to develop seven and a half acres of shore land, Cleveland is but oneof a large number of communities on the Great Lakes that is looking to itswaterfront as a way to improve the quality of urban life and attract newbusinesses.
(A) is looking toits waterfront as a way to improve the quality of urban life and attract
(B) is looking atits waterfront to improve the quality of urban life and attract
(C) are looking totheir waterfronts to improve the quality of urban life and attract
(D) are looking toits waterfront as a way of improving the quality of urban life and attracting（C）
(E) are looking attheir waterfronts as a way they can improve the quality of urban life andattract
这里D后面不是looking to its我觉得要比 their好啊。。。。
虽然one of +复数谓语。。。
不过这里指代的还是克利夫兰啊？？？
不解。。。
还有后面的的attract是省略了 to?
那为什么这类平行to有时候省略有时候又不省略呢。。。

one of +复数名词 +that ……，从句修饰复数名词

the one of +复数名词 +that ……，从句修饰修饰the one

所以这题的that从句是修饰 a large number of communities，排除A,B,D。is 必须改成are，its改成their。
而且~~ as a way of improving这个表达很明显wordy啊~~直接用to表达目的多好。

介词什么时候省略的问题

如果 and前面有两个谓语动词的形式一样，就不能省略介词。

比如：look to ……to improve ……and to attract。这里就不能省略，否则会弄不清楚attract到底是跟look 并列还是跟improve。

如果and 前面两个谓语动词的形式不一样，就可以省略，比如正确选项里，attract毫无悬念的跟improve并列。
