Choice A, B, and C are incorrect because then must be followed by a construction that parallels of having in line2—that is, by of and a present participial, or “-ing”, verb form. Choice D is best. Choice E is very wordy, awkward, and indirect. The question is of middle difficulty

police：[plural]
the people who work for an official organization whose job is to catch criminals and make sure that people obey the law
Police surrounded the courthouse. Several police were injured during the rioting. Armed police stormed the building.

police, as a collective noun, can use a plural pronoun.

第一个they明显歧义, 麻集爱提问本身就说明了. 我门不应该假设they是谁的吧.

and then of using 也不行吧, 我能理解 suspected the police of haveing .... and of (police then) using,

现在这个then, 变成lawyer suspected... then, 我看起来. 逼急了我会AC选一个,

COWS!!!!

同意2楼的说法查了很多地方没错THE POLICE可以作为复数

GREENHORSE的说法欠考虑没看清结构题目说的是辩方律师怀疑的是后面2者后面是平行结构

A可能产生并列歧异:used是和suspected并列呢?还是和taped并列?所以用of using....明确use是和tape并列.
