这道题我刚开始选的B，因为文中用per production worker生产的waste来衡量plan是否成功，但是如果去年比94年少是因为飞机的产量减少了，那么就不能说这个plan是成功的。 但是GWD答案选E。我觉得选E也有E的道理，把per production worker产生的waste减少归因于工人人数的增加，那么其实总量waste没有变，只是工人多了，分到每个工人头上的就少了，一样能削弱plan。。
