文章主要说prescription drugs 的per capita expenditure 上涨,因此那个什么部禁止drug manufacturers 提高产品的价格,主要涉及:支出和价格。
解释 为什么这部门的措施没用
A.在那什么部禁止什么后,厂家生产另外的药来替代prescription drugs ,改变了文章的前提——生产厂家生产prescription drugs ,不能确定正误先放着
B.人口上升什么的,与原文不沾边,干掉
C.提高生产过程什么使得利润保持在高水平什么,与支出、价格、前提没直接关系,不沾边,干掉
D.为了什么什么,政府鼓励医生用一个version替代另外一个version,不沾边,干掉
E.在禁止之后,一些外国生产者停止在V这生产什么,外国生产者生不生产的问题,没直接关系,干掉
综上所述,只能选A

排除做的话我可以想通,就是如果单从A角度想的话,prescription drug是处方药,卫生部prohibit raising price--反per pres drug还是升高了,因为。。。?用new medication代替existing drug后,卫生部还是会prohibit其价格啊,除非这题的意思是medication与drug的区别,medication是指药物治疗,不仅限于drug?所以卫生部的prohibit对于manu就没用了?

The government prohibits RAISING the price of the current drugs. But the government CANNOT prohibit companies from SETTING extremely high prices for their NEW drugs.

还是没理解,卫生部是禁止their product's price, 即使生产new medications to replace old drugs, 仍然属于their products, 为什么卫生部就控制不了了?

3楼的意思是,卫生部只能控制药物的价格不涨,但是不能控制新的药物设定更高的价格。如果厂商全部用新的高价格的药物来代替现有的药物,那么药物的价格实际上还是上涨的。

This sentence means that the pharmaceutical company did not find NEW use for the existing drug as a means to increase their revenue.

但是增加revenue和增加单位价格没有关系啊,因为revenue增加了,sales也会增加,那么单位价格还是不变的啊。求NN再次解答~

文中前提是旧处方药价格 freeze,今年的销售量不变,为什么expenditure还是升高了
A说的是研发新药,如果新药一上来就是故意制定很高的价格,那么就不存在药价上涨的问题了,数量不变也可以实现expenditure上升
expenditure= 单价(新药一开始就很贵)*数量(不变)

但是题目并没有说new drugs will be more expensive than the existing one be所以这个不算主观臆断么?排除法确实就剩A比较可能,但是总觉得A说的不明不白
