对于C选项： 1. with the intent有修饰that would set minimum staffing levels for nurses的歧义. 2. ensuring that后面不用should + be. 直接加verb. 3. put through triage修饰patients，对比之下A里面put through triage 直接放在patients 后面可以省去that are，更简洁。 对于同位语，完全可以是同一个词，只要两者附加修饰的内容不同，解释了rules的两个方面。
