关键是区分that is之后的从句是修饰effect还是mechanisms.倾向于选择mechanisms,原因有三：第一，that is是插入语，“即...”,如果从句修饰effect，不需要加that is多此一举，定语从句本身就是对先行词的解释说明嘛；第二，插入语相对独立可以去掉，两个定语从句连在一起显得很冗长；第三，从意思上看，that is前后两个从句是并列关系，说的是一回事，但前者（have a disparate effect）比较抽象，怕读者不理解，又在后面加了一个从句具体解释这些机制运行的结果.
