可是我刚开始看到C的时候,一看到effective就觉得和题目说的没关系,当做无关选项,直接排除了,结果绝望之中选择了E,但是E讲的是什么东西我还没有看懂~

If the ban is EFFECTIVE to force commercial drivers slow down, the same ban is likely to be EFFECTIVE to force noncommercial drivers to slow down.

E is out of scope. A radar detector is a device to detect the presence of a radar within the close vicinity of a vehicle. A radar is used by police to measure the speed of a car passing by. Whether or not a radar detector can be alarmed by other device has nothing to do with the effectiveness of the ban proposed.
