B:题目一直在讲T city,问题也问T city。any cities/other cities是否换了除LED以外的灯,如果真的有其他city换了别的灯,不是LED的,那换的情况怎样,耐用吗,便宜吗?都没讲,不清楚的选项没用处。

D:其实就跟做实验一样,实验组A(数量、电供应、温度、环境等都为a),假设把bulbs换成LED,LED用less energy, cost no more purchase, minimal conversion cost, 要cost 少,LED胜!当数量变化,实验A前提环境改变了,就不再是实验组A,是另一种实验,其结果要另外说明。选项数量多了,那bulbs和LED会有什么变化呢?没说,不选。

我想请问一下,为什么E选项不对呢?人工成本不考虑吗?OG解释说,换LED的目标是节省年度花费,所以一次性的消费是无关的,为什么呢?

This is simple. So these workers have to spend some time to learn how to convert the fixture. But keep in mind, these workers' salaries have already been guaranteed in the city's budget. So it won't cost the city an extra penny to train them, barring overtime pay. Therefore, E) would not affect the cost to switch the lightbulbs.
