what flaws exists in the mayor's reasoning? The mayor apparently believes that saving money is the decisive issue for drivers. If, however,drivers are already paying more in parking fees than they would in fares as bus commuters,then saving money is not the reason they are choosing to drive their cars rather than take the bus. These drivers will not change their behavior simply to save money

A is wrong because you cannot TALK a vehicle into the city. Just kiding.

B is right because it removes the financial cause as the reason to DETER people from driving the private vehicle into the city since these drivers are paying a lot of EXTRA money for parking. They will not give it a damn if they have to pay five more dollars.
