可恶，这道题老做老错，这次一定拿下。求各位帮忙，主要是看看我的思路错在哪里。看了前人帖子+OG，还是不明白

看了OG解答，就是还是不明白C为啥对呢？
这个属于事实原因类。
方法，肯定事实，否定原因
本题事实：私家车少了，公车多了，不堵车了。
原因：市长的战略。
所以需要一个新的原因来解释，答案就是C。。但是!!!这个C说的线路少了作为原因解释坐公交的人多了不堵车了。这个逻辑？？线路少人们不一定会做公交呀，也有可能自驾车。
求各位解释一下这个C的详细推理过程。
我绕不明白了

The conclusion:
Obviously, the mayor's publicity campaign has convinced many people to leave their cars at home and ride the bus to work．

C says, hold your horses. The reduction of morning automobile traffic into the midtown area was caused by road construction, not by mayor's campaign. Thus, C casts doubts on the conclusion.
