标题: OG12th 15题，求解释A

答案是E，给的解释是：需要加and是因为三个并列最后一个前面要加连词。
但是为什么A不对？creating a special …我觉得可以做为一个伴随结果，前面两个computer security procedures和new emergency response teams的组成就create成一个special nongovernment organization。

这个A做伴随的话可以么？我一直在伴随原因和伴随结果上与并列打架，很多题目都是最后2选1拿不住是并列还是伴随。有没有人可以帮助区分和理解一下~

一般这种逗号逗号逗号and的都是考平行的这道题还是挺明显的几个动词的并列你说有分不清的题拿上来讨论讨论可能那到题会比较特殊吧

在这里，原文不是这个意思啊，这三个事情各自没有对其他一方或两方造成影响，这三个事情是独立的。
楼主，你要读懂句子意思，而不是想到底是并列还是伴随。如果有影响是伴随。没有影响，是各自独立的事件，是并列。

我觉得，如果 creating要表示伴随或者结果的话，revamp computer security procedures和institute new emergency response teams之间要加and吧。不知道这是不是一个判断creating不是伴随状语的依据。
