可以很快发现这是个前后比较的句子,前面是Employment costs (复数的主语) rose(动词),那后面也需要表示同样的意思,相比之下只有A符合。

我的理解是 比较上升幅度,而不是比较rate
但是我一看这个they 不是很舒服!你们觉得呢?

they 指代的是employment costs所以要用they。
