rate这类词不是不能说多或少，只能说高或低嘛？

可以很快发现这是个前后比较的句子，前面是Employment costs （复数的主语） rose（动词），那后面也需要表示同样的意思，相比之下只有A符合。

我的理解是 比较上升幅度，而不是比较rate
但是我一看这个they 不是很舒服！你们觉得呢？

they 指代的是employment costs所以要用they。
