答案是E，V公司想省钱无非就是从一些价格更便宜的生产商那里购买零部件什么的，E中涉及的是公司的核心业务和其他业务的关系，是有点关系。但是为什么D不对呢？竞标不就是选最便宜的吗，很符合V公司的要求啊。。。

题目最后一句后半部：at lower cost than Vernon can itself.

说明costs的问题已经解决了，题目问：most strongly supports。。。。。will achieve its goal

只有E 是说明了，Outsourcing所带来的优势

记得我大一学的企业管理貌似有讲到过：1.降低成本；2.集中管理
