This is a tough question as least I have never seen "creative most". Probably the order can be reversed as such.
D has some problems: 1) consistently should describe "has been" from logical perspective = has been all the time; 2) "the most" can either describe "consistently" or "creative", thus the referent is not explicitly clear.作者: flowermay 时间: 2003-5-30 12:48

肯定是D，The ballet has been ( the most creative ) of United States classic ballet companies. 这是一个很一般的最高级结构， consistently 修饰 creative 。而B. consistently creative most我结构似乎说不清。
