delays在这里做“误点”讲。countable --2 [C] amount of time for which sb/sth is delayed 被耽搁或推迟的时间: There was a delay (of two hours) before the plane took off. 飞机起飞推迟了(两个小时).

The answer tries to answer "how many" rather than "how much" of delays... When you are using 55 percent more delay then it means that if you used to have 100 hours of delay earlier then now you are having 155 hours of delay. But when you say 55 percent increase in delays as in E, it clearly brings in the quantitative number of flights into picture. 7楼把意思刚好说反了,delay作可数名词表示的是时间,不可数名词时表示延误
