42. The current administration, worried about the removal of some foreign trade barriers and the failure of our exports to increase as a result of deep cuts in the value of
the dollar, has formed a group to study ways to sharpen our competitiveness.

failure后面的to increase应该是修饰failure的吧? failure of our exports to increase不好理解.为什么不用failure to increase our exports?

failure of our exports to increase与failure to increase our exports意思似乎是一样的，但是仔细理解就觉得不一样。failure of our exports to increase中的increase的逻辑主语就是our exports，our exports to increase都是修饰failure，而且和前面的removal of。。。对应；failure to increase our exports中failure是名词，后面直接加to没见过，而且worried about the failure to increase our exports，increase的逻辑主语改变了。

谢谢iamwwh的提醒. 我查了一下, failure of exports to increase果然不定式to increase的逻辑主语exports是用of引出.

另外, failure to do是可行的. 这里是不定式修饰名词.例如:

1.The failure to harness the power of self-interest is an important reason that state-owned industries perform poorly.

2. Kenneth Lincoln writes that failure to hear American Indian voices results “partly...from the tragedies of tribal dislocation, partly from mistranslation, partly from misconceptions about literature, partly from cultural indifference.”

3.Air pollution from motor vehicles imposes external costs on all those exposed to it, in the form of soiling, materials damage, and disease: these externalities result from failure to place a price on air, thus making it a free good, common to all.

随便也举几个failure of sth. to do的例子:

1.Some of these shortcomings can be attributed to the failure of art historians and filmmakers to collaborate closely enough when making films on art

2.Moreover, the rationale for Herbert’s emphasis on the social and political realities that Impressionist paintings can be said to communicate rather than on their style is finally undermined by what even Herbert concedes was the failure of Impressionist painters to serve as particularly conscientious illustrators of their social milieu.

还是没弄明白, 到底increase的主语是failure还是export?

可以说failure increase ,,,,,吗？

但是和前面removal 并列的一定是failure, 对吧？

to increase的逻辑主语应该是failure。仔细推敲原句。

注意，如果翻译成中文，很可能看不出区别，在原句中比较。

It is very clear from what 3rd floor said. The subject of "to increase" is "exports".
