答案是C。偶明白别的选项为什么不对了。想问大家C里面的by这里是什么用法？是表方式还是表时间？要说是表时间，好像没见过这么用的；要说是表方式，这句话的意思就有点奇怪：通过起草建议，威尔森政府似乎在转向英国的观点。谢谢大家指教，静候～～

这里it指代有歧意，可以指代proposal也可以指代W administration
(B) after it was dropped, the Wilson administration

这里it指代主句主语， W administration，逻辑不对
(C) by dropping the proposal, the Wilson administration

偶觉得by在这里是“通过”的意思，通过dropping the proposal 这件事情可以看出，政府转向哪里的
(D) the Wilson administration dropped the proposal when it

it也是指代w政府
(E) when they dropped the proposal, the Wilson administration

they 没有东东可以指代

mm说“by在这里是“通过”的意思，通过dropping the proposal 这件事情可以看出，政府转向哪里的”

我觉得不太说得通，by当“通过”讲表达的是后面主语的行为方式：通过什么方式做到什么。“通过什么看出什么”应该用according to这类的词来表达，而且后面的句子的主语应该是看出问题的人，而不是被看出问题的 administration。
