to put in water-conserving landscaping （= it） costs no more than to put in conventional landscaping（= it） costs （= does ）
节水园艺的成本并不比传统园艺高

楼上是意译了，不过倒是没改变原意

是啊，所以D选项为什么不能选啊？不是说节水园艺的成本不高么，这样不就起到了削弱作用了么？
