用自己的话说一遍：题目说一月的时候新房销售量降低了很多。据说是抵押税的降低，于是人们在观望。但是新房的平均售价上升了。（同意phil的，销售量和平均价格其实是没什么关系的）本来销售量就降低了，a说贵的没变，可不就是平均价格上升了么。
