实在不知道are是怎么出来的。。。

排除法：比较对象是speeds，后面的指代应是those/are而不是that/is；higher than而不是higher as。这样可排除ACD。
固定搭配是at speed(s)，B与E相比that are多余,所以选E.

关于省略,个人感觉是at speeds (that would be) higher than (those are) currently possible.

Open to discuss.
