C has typos. It should read as C) 1,3 bt not 2
his is simple, in case 2, ONLY one group is involved instead of two groups. So case 2 is not a strengthener. Both cases 1 and 3 are strentheners since the policies benefiting one group hurt another group. C is the answer.
