The answer is D.

For B, the second boldface is not a postion, but an evidence.

我怎么觉得D.the second is evidence used to support the reasoning’s contention. support应该改为challenge?因为reasoning’s contention是despite the money spent, annual emissions of these pollutants have been increasing steadily,而划线部分是challenge这个contention的.
