If the total combined gaoline sales for all stations increased 10% this year over last year, then the 10% increase observed by the XT chain is simply a general trend for the whole region, not the direct result of it car wash promotion.
This is a typical alternative causation problem. If two things A and B happened together, there are multiple possibilities: A causes B, B causes A, another C causes both A and B, another D instead of B causes A.
