题目的意思是说为了减少犯罪，统治者会做一些事...他们一部分的努力是否定囚犯继续上大学课程，但是这种做法与他们最高的目标相违背，因为在被释放之后，那些选择了这些课程的人比没选的人总的来说犯罪少
A、这句话是瞎扯谈
B、文中没有提到general public，无关选项
C、说那些选择读这些课程的人在读之前没有比其他人犯罪的可能性低，再是得出结论的前提，如果没有这个假设，那么文中的结论不成立
D、讲了在狱中读课程，文中没有涉及，无关
E、把政府的最高目标胡扯了一下，无关
