assessed value 降了，但是纳税的税率没变，那么纳的税就少了

在c和b之间犹豫后选c 因为总价值降低了缴付的比率不变当然revenue就少了 b也有点迷惑的但是看清楚以后发现它说的是物业税收入在政府收入中的比率降低了这是无从知晓的
