B is the answer. If those all-terrain vehicle CAN bypass the current access routes and enter the desert, then proachers driving those vehicles would not be affected by the new regulation. D选项为什么不对。因为原文说到since it is difficult to collect the tortoises without a vehicle. D选项说走路也可以遇到，但是没有说可以抓到。因为要有车才能抓得到。
