这题A为什么不对呢（答案是D）

A里面making it a crime punishable by imprisonment that a United States citizen hold无所修饰，他不能向前修饰passed，只能做状语向后面主句修饰。造成逻辑不合理。
B中with的使用错误，虽然with有表原因的意思，但是同时也有伴随的意思，with用在这里表达了这个law是immigrants带来的；另外一个绝对性小错误：hold单复数错误。
E里面主要错误应该是due to的错误（1. 它不能用句首，2.它的逻辑含义不对，用caused by来替换下due to就发现了），第二点才是being的累赘

这个题目D选项里面的it是什么呢？
