我来尝试解答：
首先，句子结构是those argue that... and point out that....
这里，用on还是over问题不大，应该都可以，但是尽量不要用as to；
最后，A项，what impact will it have if it does，首先是wordy的，其次，用了疑问句语序；——————错
B，whether warming that occurs will be significant，改变句子意思，错！
C，whether there will be significant warming，there be结构接抽象名词，错！
D，同C，错！
E，很清晰地表达了句子意思，我来解释一下，这个是说：those这些人指出，科学界仍旧对是否会出现重大的温度升高和如果升高后有什么后果存在分歧。remains作为系动词，最后用would表示一种虚拟语气，对未来非真实情况的虚拟。

搜到了这道题的另一个版本
选项E 后面添加了“ if it did”. 这样E 还对么？
如果对的话， 这个did 时态怎么解释呢？
求大神指点

E仍然还是对的，只不过这时A就不能说有wordy的问题了，虚拟语气中有一种情况就是从句用过去式，主句用would+现在时，表示对现在的虚拟，只不过我对A还有一个疑问，虚拟语气中不是还有一个“主将从现”吗？我觉得A也能表示虚拟的意思，当然语序是有问题

我觉得完整的话应该是if it did occur，what impact it would have.但是前半部分跟再之前的有重复，所以省略了。

if present，then future.是一种particular case(in the future)with no uncertainty的表达方式（来自曼哈顿5）
