为什么不是C呢？不是应该有THOSE OF 指代environment and natural resource base 才能平行的吗？

一般后面可以直接加修饰语的OG认为另外加that are是属于awkward的

是修饰countries的，那这句话怎么翻译呢。。。像中国等国家一样变化的？？
