D is better. If you look at the bigger picture of TOTAL saving for the Levaska region, 1) If B is true, the several million dollars in the special account are NEW savings on top of the old long-term saving. 2) If D is true, part of the money in the special account is TRANSFERRED savings from the old long-term saving.
For the claimed purpose to encourage citizens of Levaska to increase the amount of money they put into savings, D weakens the argument since the NET saving could be zero. B is a strengthener, a typical 180 answer.
