刚刚在总结语法到单复数问题是，一个问题浮现出来，没有在现有的资料中找到解释，请哪位NN帮忙指点一下？

主语为 A and B 时，谓语动词的单复数形式？

例题：
OG12-60
While all states face similar industrial waste problems, the predominating industries and the regulatory environment of the states obviously determines
the types and amounts of waste produced, as well as the cost of disposal.

(A) all states face similar industrial waste problems, the predominating industries and the regulatory environment of the states obviously determines

这里正确选项E表明A+B，谓语动词用复数？

A and B的形式，如果A和B表示的两个不同的东西，那么谓语动词用复数。有少数例外，比如 a painter and composer，指的是一个人既是画家又是作曲家，用单数。a painter and a composer，一个画家和一个作曲家，用复数。

我又看到了一个例子和ls说的类似：OG12-137：Joachim Raff and Giacomo Meyerbeer are examples of the kind of composer who receives popular acclaim while living, but whose reputation declines agter death and never regains its former status.

the predominant industries and the regulatory environment 这才是句子的真正主语也是of结构的中心词，后面的each state只不过是用来修饰他们的根据A and B后面谓语动词复述所以使用复数
