had been allowed to dump过去完成时表示过去的过去，即agreement签署以前，问题是agreement的签署怎么能减少它签署以前被允许倒进大湖里的phosphates的量呢？agreement签署的时候它之前被允许倒的phosphates量已经是一个过去的历史事件了，它无论如何都不能改变历史，所以这个时态是不对的，只能是过去时（减少签署后允许倒的phosphates的量，但是没持续到现在）或者现在时（现在被允许倒的phosphates量依然被减少)。作者: lllmmm 时间: 2010-10-28 08:39
