我觉得还是不对，文章说大部分的L被送到了排水厂，但不是所有的工厂都能够处理L，目的是为了说明前面的A method must be found for disposing of leach ate，我觉得很难得出有的L被送到了不能处理的工厂这个结论，完全也有可能L都送到了有能力的，但是有能力的排水厂不足所以还要想新的办法，不能说有能力的排水厂不足就有一部分的送到了没能力的排水厂去了
