A答案说profit不enough to do sth，我觉得这不是猜测吗，文中只说profit会下降，什么地方提到不能足够做什么了？

可以仔细读一下OG,

"the competitive ability of those export-dependent industries that bought them was sharply limited" means those industries did not have sufficiently high profit margins to enable them to absorb the price increase.
