so as to 所修饰的逻辑主语应该与to后动词的逻辑主语相一致。所以使用的时候常常有许多限制。 so that则没有这些限制。b中so as to是作为状语修饰provide的。逻辑主语为employer。不符合原文意思。 个人拙见。
