这道题我感觉有点像找同义语句，题目里面其实已经把电信厂商的假设说出来了，即"on the ground that it is impossible for a country to remain repressive when telecommunication equipment is widely available to the population of that country."; B选项与该假设基本一致，都是说“在电信设备可以被广泛应用的基础上”
