Due to a sharp rise in the price of gasoline, commuters who drive to work in the center of the city are facing a large increase in transportation expenses that will limit the funds they have available to spend in other areas. In order to forestall a slowdown in the local economy, the city council has decided that fares on all forms of public transportation will be suspended for the next three months. Clearly, if commuters can get to work more cheaply, they will have more money left over to spend in other sectors of the economy, and the city’s finances on the whole will not be negatively affected by higher gasoline prices.
If all of the statements above are true, which of the following is most likely to be damaged by the city council’s plan?


A local chain of service stations, which will see fewer customers during the daily commute.
Members of the bus drivers’ union, who will be forced to add more routes and work longer hours.
The city council’s budget, which will be unbalanced after receiving no revenue from transit fares for three months.
Commuters who already use public transportation daily and who will face crowded conditions and travel delays.

其实答案是C,不甚理解
city council’s budget虽然少了交通费,可题中不是说会spend in other sectors of the economy,那么商业税等等不就多了么?

那么A说service stations,可是没有选,那是怎么排除的呢?
偶以为是想到service stations的 daily commute看到的customer少了,可是由于刺激了经济,可能非 daily commute时,比如有些客户专程来是,customer就多了。

我是这样想的   lz看题中commuter的定语,指的是开车去工作的人,而service station服务的是开车的人,开车去工作的人只是开车的人的部分,而题中并没有说开车去工作的人占开车的人比例,可能只有很小一部分,这属于范围扩大。所以并不知道service station受影响的情况,而题中问most likely,应该找最直接最有可能的??

这里的逻辑应该是:
public fare 减少  >  导致 other sectors 收入上升


finance on the whole = pulic fare + other sectors
所以 pulic fare的收入者  是damage的一方,其他所有的other sectors看做一个整体是收益的一方
选C最直接
其他的几个选项者也有部分的damage,但都不是fare减少最直接的受害者

其他的几个选项也是有可能成立的,即 间接的 受害者
most likely to be damaged 就是 最直接的受害者,在这里就是指 ”以前fare的收入者“,现在没有收入了,收入到other factors的腰包了,

我之前做过几道题,都败在一个问题上,就是时间点,有的时候选出一个答案但是不确定,可以用时间点来确认对不对,比如这道题,题目中有next three months,正确答案中也有。但是这一定是基于已经对题目有了了解和选择的基础上,可以用这个小点来确认对不对~~~有很大的投机嫌疑,不过可以作一个参考~~~呵呵~~

个人有点不同看法,觉得应该是问如下的那个damage最可能发生。
其他选项都不一定发生,但是c选项肯定会发生,因为3个月的免费乘车,肯定budget会受影响
但是其他的情况,没有条件表明会一定发生。
A local chain of service stations, which will see fewer customers during the daily commute.  这个选项我觉得因为题干没有保证这个local service station的customers一定会减少。存在这样的可能,减少的人几乎都没有在这个location附近。
Members of the bus drivers’ union, who will be forced to add more routes and work longer hours. 题干没有说现在的bus情况是怎么样,如果本身就不是很紧张的话,为什么要加班次和时间?
The city council’s budget, which will be unbalanced after receiving no revenue from transit fares for three months. 这个情况在实施这个plan之后肯定会发生
Commuters who already use public transportation daily and who will face crowded conditions and travel delays.  如果现在的状况本身就是bus不挤呢?那即便乘车人多了,也不会crowded
Commuters who do not live near public transportation routes and will not be able to take advantage of the suspended fares.  谁说这些commuters必须住在车站附近了?
