主语是AS at CC, were built on a spectacular scale 后面的句子都是用来修饰scale的。
CC的AS建造规模极大，由75个细致的建造结构组成，每个建造结构都包含多达600间的房间，这些结构由一个复杂的局域道路系统连接。
应该是这样翻译了。
