此题答案是E 具体讲讲C的错误吧。我认为federal那句是个独立主格，是不是后面的while那里错了？不太确定，同志们讨论下。

感觉“while”又表示转折的含义吧~~而这里federal prosecutors 和offenders之间没有这层含义

还有是不是因为少了therefore，所以本应该表达的因果逻辑关系就模糊了

C的错误：1。federal prosecutors unlikely to pursue criminal copyright infringers 不是完整的句子   are unlikely to 还差不多

2。while offenders were 和前面的until 形成一句话的话，就是一句话里2个连词，错吧，也谈不上。感觉似乎挺变扭的。

同意第一点的看法，这个句子没谓语的
while这里应该是表转折的连词，所以前后结构应该是对称的
C肯定是错的
C的错误：1。federal prosecutors unlikely to pursue criminal copyright infringers 不是完整的句子   are unlikely to 还差不多

2。while offenders were 和前面的until 形成一句话的话，就是一句话里2个连词，错吧，也谈不上。感觉似乎挺变扭的。

红色部分是独立主格结构我觉得没有问题，但是后面的部分的结构和句子其他部分就不对了。
while有转折的意识，如果是对的，它一定是和前面的主句形成转折，两黄色部分，但是这不对。从整个句子上理解是E选项中的两个绿色形成并列关系，这样这个句子描述更好些。这是我的观点
