答案是E
问C：OG说it must refer to sth.(unlike in phrase such as "it is clear that")为什么呀？有什么区别吗？

it is clear that中的it做形式主语。而本题是一句倒装句，实际是maybe none of all...加it就多余了

可是我为什么不能把它看成是一个强调句呢？

ETS好像很不喜欢强调句型! 这道题不通过这个点也可以判断的,前面 of.......,后面必须有词能和..of 连上,比如 none of..

其中that指代none，是关系代词，而强调句的话that没有实际意义，只做小品词。
所以不能看作强调句。
umm...插播一句，强调句的it是无所指的。

不太理解。。为什么不能理解成none is more concentrated than...强调句啊。。

当然可以把C D理解成强调句，但是

It作为形式主语，必须能够“归位”。It作形式主语时，it指代后面的that从句或that从句的逻辑主语。

比如it was surprised that all friends of mine turn up, 这句话中的it实际上有物可指的，指的是全部朋友都到场这件事，所以实际上这句话是想表达，"all friends of mine turn up" 这件事was surprised that all friends of mine turn up，当然老外们绝对不会这么说，这也就是it作形式主语的原因之一--强调。

再来看这道题目中的perhaps it is none that is more concentrated than
这个it，首先不可能指none，因为这不符合强调句，it is ... that ... 的句型
然后你说指代什么？指从句的逻辑主语，不好意思is more concentrated than the wave that brought 12 million immigrants onto American shores in little more than three decades这句话没主语，你要是把that作主语，那就不是强调句了，构不成强调句的结构；指整个句子的话，这句就不是个完整句，所以C D一定错。
