根据语境来，如果强调一个整体，用单数，如果强调的是这么一代人一群人，用复数。。
比如：In China, the after-eighty generation are those who were born between the year 1980 to 1989 in urban areas of Mainland China.作者: stellina 时间: 2010-9-8 18:03

这个也要根据语境。。刚才搜了下，
A group of people is coming tonight. (the group as a unit is pursuing a goal) A group of people are fighting in the street. (individuals within the group against each other)
不知道对不对。。NN们请鉴定！
