非常认同这个观点，觉得在本题里面，according to与in accordance with没有本质上的区别，应该是属于可以相互替换的。

搜索了一下大全，据不完全统计，共有24题出现了according to，其中19题according to位于句首，5题位于句中或句尾，但毫无例外前面都有逗号。
我相信这个不完全统计的数字。

同意MM的说法，这里有ETS的陷阱，就是用SCREEN，大概2个意思，一个是PROTECT，一个是TEST，EXAMINE，而这里应该是后者，所以“根据什么标准来测定”，应该使用ACCORDING TO， 如果是IN ACCORDANCE WITH感觉意义就不对了。
至于歧义的问题，如果说1个有歧义的话，另外一个也不能避免。
