與前句連接為何不加逗號呢? 變成..

D为什么不对呢？

平行的角度很容易排除A,B,C

剩下D,E

1，动词优先于名词，所以would call 就比was a call 好
2，D选项which指代 restrictions，那这句话的意思就变成了restrictions 包括三种污染，逻辑不对。

ABC如果是因为平行结构不对排除的话那是不是意思就是题目错了前面应该是environmentalists' proposals?

没有人觉得 environments proposals 有问题吗?这样子的话主语不会混乱吗？应该是environment's proposals才合理啊？为什么两个并列的名词可以这样子放的？
