感觉是逻辑意思的问题
原句想说明的是BI的生态系统易受 natural processes such as shoreline recession, rising sea levels, and destructive hurricanes的侵害
be vulnerable to是固定词组，表示易受什么的侵害，所以表是否的whether or意思就不对了
另外，whether or可以连接两个词
e.g. slip over nothing whether big or small事无巨细
