that的修饰对形象仅凭借一句话是看不出来的这就是that的特殊性可修饰数量不等的名词。同时可以修饰整句句子

这道题仅从提供的答案来看。that 不可能明确看出是哪一个主体

你问的两种情况都是修饰 customers and businesses 一起的。因为此时and连接，应该把它们看成一个整体。

and连接并列结构前后结构一致

我觉得GMAT SC中出现and的话前后结构都是严格一致的，不太可能出现 N1 and N2+定从这样很不平行的形式。
