第一题:T说送人去太空不可行 因为经济上不划算。
第二个人反驳,说人在卫星事故率很低。
E的话 其实整个对话都没有涉及什么national budget  
反驳之所以逻辑错误 是因为他光考虑了送上去以后很安全,但却没考虑送上去这个过程很花钱。这个花钱就是Impediment(D说的选项)

第二题
讲的是一种选人的方式。
当一个人要被提名后,必须先被告知其他被提名的人,然后再表示同意被提名。
题目说只有在被提名者 同意提名之后 才知道这些人是谁。
按照规则,流程是1.得知其他提名者 2 同意提名
因此 如果其他提名者是谁都不知道,那就无法完成第二步  也就是E所说的一个人都选不出来
题目本身比较绕 但ABCD选项很无关
