感觉很奇怪哪个选项都不对 BDE不搭边 C也不能解释为什么可以boost price，但是我也不知道为什么选A

产量高--价格下降--税收减少
而政府采取每户减少种植面积补贴的做法，不会是负担，因为产量低了，价格也就提升了，因而税收又会提高
